Non-EU citizens may apply the recognition in according to the the Flows decree which limits the number of foreigners annually admitted in Italy. The decree is annually iussed by Prime Minister (L.D of 25.07.1998, n. 286 – Italian only).
The recognition of professional qualifications obtained in non-EU countries entails more formalities than the recognition of qualifications obtained in an EU countries, in terms of documentation to be submitted.
The documents to be submitted depending on the professional title of which recognition is sought. It is advisable to request information from the Italian Embaqssy or Consulate in the country of origin or visit the websites of the Italian authorities.
In general, the documents required are:
- Passport copy;
- Residence permit;
- The declaration of local value, issued by the Italian Embassy or Consulate;
- Documents about the different academic qualifications;
- Certificate showing the list of exams issued by the institution where the foreigner was graduated;
- Criminal certificates, issued not later than three months by the competent authority of the country in which the foreigner was graduated;
- Certificate about any professional experience issued by the institution with which it was conducted. In case of freelance activity, the activity must be demonstrated by appropriate tax certification.
The bureaucratic process is in Italian language, so the titles of which recognition is sought must be accompanied by a legal translation and can be presented in original or certified copy legalized by the competent Italian authority in the country of origin.
The Italian competent authority will review the documentation and if the curriculum does not conform to the Italian professional qualification could be require an additional proof like an aptitude test or a training (maximum 3 years) and only after its getting through the authority grants the recognition.
