If a EU/EEA citizen has lived in Latvia for at least 5 years without an interruption, he/she has a right for receiving a permanent residence certificate.
For that purpose one has to submit:
1. An application form
2. Documents verifying the fact of uninterrupted stay in the country for the period of five years
3. If children are intending to stay with one of the parents, the other parent should sign a letter of consent (certified by a notary).
